Does that mean that when i go in like july, there will be construction work going on? :'(

The Wizarding World of Harry Potter will remain open throughout the construction of the expansion phase! We want to make that as clear as possible. When vertical construction begins to appear and the official plans are announced, there might be some closure, but don’t expect that for another 2-3 years.
When you go, anon, you will still be able to fly with Harry, train alongside Buckbeak, and tame Dragons. You will still be able to exhibit magical qualities and cast spells, you will still be able to send postcards, deck out in Potter couture, etc. :)
